What Does the Law Say?

French maritime regulations require a pleasure boat license for all motorboats with an engine power exceeding 6 HP (4.5 kW). According to the official French government website service-public.fr:

“A pleasure boat license is mandatory to operate a motorized pleasure boat with an engine power exceeding 4.5 kilowatts (6 horsepower), whether at sea or on rivers.”

But why can sailboats often be operated without a license, even if their engines exceed 6 HP?

Motorboats: Which Boat and Which School for the Famous Boat License?

A Boat License Is Required for Motorized Pleasure Boats in France

This pleasure boat license (or boat license) is required as soon as you operate a motorboat with an engine power exceeding 4.5 kW (6 HP). This applies to all motorboats, including jet skis. Boat license training itself is regulated and must be completed at an approved maritime school.

How to Choose a Boat License School?

In France, you can consult the selection of boat license schools on Sport Découverte. If you’re in Beaulieu-sur-Mer, we recommend Agence Maritime. Generally, to pass your license under the best conditions, we advise dedicating two weeks to the process. You’ll need time to absorb the theory, practice a bit before the test, and account for exam registration delays!

Sailing: Don’t Confuse Sailing Schools, Yacht Clubs, and Boat License Schools

Why Isn’t a Boat License Required for Sailing?

In coastal navigation, sailboats can be operated without a license, even if their engine exceeds 6 HP. The legislation is very clear on this. Don’t assume that adding a sail to a motorboat allows you to operate it without a license. A sailboat is defined by the ratio between engine power and sail power. In practice, a sailboat is a vessel that performs better under sail than under motor power. If the opposite is true, it’s a motorboat.

Sailboats, Whether Modern or Classic, Can Be Skippered Without a License in France

💡 Of course, sailing a sailboat is more complex than operating a motorboat. Any sensible captain understands the need for at least some training before heading out to sea. That’s why France does not require a motorboat license for sailing. The legislator assumes that sailors are responsible individuals! That said, many sailors enjoy obtaining their motorboat license as an additional qualification.

Choosing Between a Sailing School and a Yacht Club?

Since a boat license isn’t required for sailing, sailors look for the most effective way to train. Typically, sailing courses are offered by Sailing Schools under the quality label of the French Sailing Federation (FFVoile). If a sailor already has training and simply wants to practice, they might join a Yacht Club. Sailing Schools are often located near Yacht Clubs.

Yacht clubs are well-distributed along the French coastline. To choose one, the first criterion is location. Then, it depends on what you’re looking for. It depends on your intended use and budget. When we talk about no-license boats, we’re usually referring to motorboats, as sailboats are inherently license-free. These boats are indeed license-free as long as their engine power is below 6 HP, making them ideal for short, occasional outings of a few hours at sea.

Once you’ve passed your boat license, you’ll have one thing on your mind: sailing! Yet, the statistics are clear: most people who pass their boat license in a given year do not sail at all during their first year. This pattern often repeats the following year for various reasons. Ultimately, over time, dreams remain unfulfilled. So, as soon as you have your boat license, you need to think about how to start sailing. Here’s an overview to help you:
